To be fair, magic is dogshit until the end. It takes holding left/right-click for 100,000 years to kill an enemy with destruction spells when you can do the same thing with 1-2 weapon swings

What build do I do for maximum comfy? Was thinking about Conjuration, Illusion and Heavy Armor/Block to have bodyguards around me while I take late afternoon walks on the beach and nightly dungeon exploration. Extra points if I can play on highest difficulty

Dual wielding is ok if you have stamina of the sea gods.

Add illusion to that and you're now a stealth archer with frenzy and you only have to do 10% of the killing.

It takes 100,000 years to kill an enemy with magic because your Magicka runs out in 2 seconds and you deal pitiful damage

You might as well use a sword alongside your magic so you can actually fight the enemies instead of running around waiting for the mana to regen

I played one stealth archer on my PC last year, but otherwise I haven't made one since like 2013.

If you get the perks you can use your spells on any level enemy so long as you dual cast.
