A crime story does not automatically make something film noir. Film noir and cyberpunk do often go hand in hand, but returns wasnt film noir it was a crime story.

Shadowrun is about handling cyberpunk in a way that isn't as grim as actually playing cyberpunk straight.
It's about telling stories about a horrible future the same way people tell stories about a horrible past, they spice shit up with literal monsters and horrors.

People live in such extreme poverty that it seems like they're barely alive, or that such injustice seems like evidence that evil exists? They're ghouls now, and Kowloon is full of magical demons.
Racism? Wildly different races. Cults and trauma? Cut out your soul by becoming a cool cyborg. Conspiracies? They're real because they're already mostly crazy to begin with.
The truth is, cyberpunk settings tend to be horrific when you put any thought into them at all, but they look cool, so if you're not writing cyberpunk stories to examine our current reality you're probably aiming to romanticise it, make it hopeful enough that the reader doesn't get depressed just thinking about it.
Throwing myth and metaphor into the mix is one of the easiest ways to do that. In straight cyberpunk, you don't win. You can barely even entertain the idea. But with magic? Magic can do anything. The boss is a dragon? Dragons get slain all the time.
Shadowrun's a setting where you can win and keep your hopes up while looking like cool cyberpunk dudes. Because it's a game setting.

Dragonfall was probably the best rpg i played since Morrowind.
Its one of the very few games that had me thinking about the story all the way to the end instead of going through the motions and forgetting the thing a day later.
Its a game thats greater than the sum of its parts. Most evidently by the fact i could not even get halfway through Hong Kong before i dropped that game.
I finished the entire trilogy. All of them, except returns, are pretty good and the fact that there are no other cyberpunk games like these made me really sad. I also finished shadowrun chronicles. I was that desperate for more.

Gaichu defies being put on the scale, he's cool though. Racter is easily the best NPC and would be a classic remembered by many people if they actually bothered to include good voice acting. Both HK and Dragonfall are superb and would also be classics if they gave you more playstyle options and fixed the abysmal UI.

The face of racial tensions can change over time, but spinning that into humanity vs metahumanity makes it universal. What type of political entity rules supreme can change, but they will always be impossible to topple and hoarding wealth without end like a dragon. Hell, the common trope of cybernetic implants making you less human has a reason in Shadowrun, as souls and magic are very real and sticking material things into your body does lessen your connection with immaterial

1 Don't ever have two characters in grenade range of each other and prioritize killing enemy grenadiers
or
2. Get the magnet arm (Duncan can get if for free) and pack everyone together and deliberately bait grenades so that you just toss them all back at the fags who threw them at you
Pacing was leagues worse in Hong Kong, even if the characters were better on average.
