Thermal paste retains it's properties even when dry numbnuts althougn if you mean vibrates the fuck out of it to remove it from the back of the CPU I agree.
You should have it pointed the other way. If you want to do this, I would get a lesko box fan. They tend to be the same size as many PC cases and I would never have it on more than like, low. Anything higher could vibrate the case more than it needs to be. But you want to keep as good a "seal" as you can get.
