Daedra worship is outlawed in the Summerset Isles during Oblivion, I giess the Thalmor might have changed that, but I feel its more an Altmer cultural thing rather than the government at the time. I think vampires might be tolerated but not werewolves - but this is just a feeling, I can't back this one up. And the Dark Brotherhood had no presence in Summerset according to Morrowinds Tong guild when you ask them about the Brotherhoods expansionism into Morrowind.

But its not million of years away. We just had Alduin pop up, and he might have been successful if not for the Dragonborn. Alduin is thought to have ended the last kappa with the help of an imp who was Dagon. Both of them managed to steal a piece of their soul into the current kappa but only by preparing for it.
