The game analyzes the player's reactions to various scares, in order to teach pennywise. If there is something foreboding ahead, the "fear factor" is gauged by how slowly the player approaches it. If it is a jumpscare, the event is scored based on how erratically the player moves (better when using a mouse). Pennywise will start as a clown, but begin taking on the forms of the highest scoring scares. For example, if the player moves real slowly if there's something like a zombie ahead, but acts fearless with a spider, pennywise will start looking more zombie-like.
The effect of this will be that the player becomes desensitized to this kind of horror, and the game (and by extension, pennywise) will struggle to come up with new scares. This follows what the kids experienced, slowly hardening up and learning to face their fears.

Sneak King but with murder. All the fun would come from being Pennywise and tormenting the kids around Derry.

Tim Curry's Pennywise looks more creepy but I think that Bill SkarsgÄrd did a good job and way exceeded my expectations.

Bill is a better Pennywise and understands the character better,
You could of made Tim's Pennywise a normal child killer and not much would change Bill's Penny felt like a legit monster in clown makeup.

You'd have to have some kind of system in place for the game to determine what scares you. Obviously it can't be 100% accurate, but you could have the basics, ie. Clowns, spiders, aliens, etc, and have Pennywise appear in those forms. Something kind of along the lines of what Silent Hill Shattered Memories did, where looking at/interacting with certain things in the environment was supposed to affect what the monster looked like. But you know, have it work.

Nah, a turn-based RPG wouldn't be a good fit for It. But I like where your head's at. Maybe more along the lines of Mass Effect 2/3, with the team building and loyalty missions and the galactic readiness system.

I'd basically take Silent Hill Shattered Memories, replace the hordes of enemies with one specific It and make the ice/nightmare/runaway sections look identical to the walking sim sections so you'd never know when It was about to strike.

A turn-based RPG is actually a great fit for it. Considering IT's forms, and how it effects individuals. The prep work could consist of desensitizing party members to their fears so IT's forms don't provide debuffs to them. Would work for changing the arena and stuff too. All of that would have way less impact in real time combat. ME2's loyalty and readiness system is pretty similar to how bonds and shit work in Persona anyway.

Have you read the book? Bill does an excellent job at Pennywise when it breaks the persona and goes full monster on them. However, Pennywise still has to act like a normal clown from time to time and Curry did that part better.

do a heavy rain type game, different people with different story's, and lead them to cross paths. if one of the characters die, then the rest of there section is finished, all characters can die by the half way point. and Pennywise tortures and scars each character in a different way.

When he sees through pennywises disguise and head shots him it's supposed to signify that he's accepted his brothers death and overcome his greatest fear. The kids then rally behind that. I get what you're saying, but everything afterwards would just fall flat and be pointless.
