In my headcanon, Adol is a generic swordsman from another dimension whose existence is not foreseen in any of the legends or prophecies of the world. He can show up anywhere and commandeer the adventures of prophesied "chosen ones" because he shouldn't exist.

Gameplay mechanics, idiot. It's an RPG when it involves the stats of the character(s) you control heavily influencing your ability to succeed, and developing them being a core aspect of the game. In Ys games being one level below a boss makes a huge difference in the damage you deal and take, in Zelda there is no such concern.

Gameplay mechanics or not, the only thing that needs to be met for something to be considered a roleplaying game is if you (gasp) are roleplaying as a character. Meaning you're playing a characters role, acting out their actions, etc.

The implication of what you are quoting is that you are actually influencing the character's actions within the world, such as in making decisions that affect the story, which is not something you do in any Zelda game, or even most JRPGs. I think the fact that Ys has levels and those levels actually give significant upgrades to your stats makes it definitely more of an RPG than Zelda.
