From what I gather, it's entering the stage with the A button already pressed to achieve the specific mechanics that creates.
It's a "half press" on a per-stage basis, but overall for the run would count as a complete press because it does, sooner or later, have to be released.

It's when you push down on the A button, although not quite literally in the sense that you're pushing down on the N64 controller's A button as I imagine these Mario 64 enthusiasts are either emulating the game or using a different controller. As I was saying, it occurs when they hold the A button down as they enter a level. For every action in the game, only holding and releasing the A button is important, so when you hold the A button and you hold the A button, then when you letting go of the A button is important in the sense that they're trying to minimalize their amount of A button presses and then they release the button, sending Mario into an alternate dimension complete Mario 64 in as little A presses as possible quarter and then he releases the button once the level loads in, building up enough speed to scuttlebug hopping A button.
"Half A-press" is just poorly chosen terminology to refer to a technique for using a single A-press to do useful work over more that one level.
In the grand scheme of the whole minimal-A-press run, depressing the A button would of course increment the A-press counter by one.
