I never cared for the story that much in New Vegas. I just went from place to place killing everyone I encountered. Fallout 3 and 4 were much better in that regard as the places with people weren't as empty as in New Vegas which has the Strip and that's about it for bigger settlements. Fallout 3 had the Tenpenny tower, Megaton and that aircraft carrier place, rivet city or whatever it was called. Fallout 4 has settlements all over the place along with Diamond city to slaughter.

I gotta agree with a lot of this, despite being heralded as some amazing RPG, New Vegas is still just a bunch of dumb simple systems like reputation or karma, the world isn't really reacting to you nor is the world really having much actual effect on you, honestly games like Deus Ex which tends to acknowledge your actions or STALKER which has a more dynamic world are better roleplaying games. That no game has actually managed to create a DM equivalent is the real problem.

To get through there you need both stealthboys and to know where you're going. It's much easier to go north from Goodsprings using the hills to avoid rage wasps or go through Black Mountain and drop down at the ranger safehouse.

I like Deus Ex and Stalker, and I agree with you in general, but I think you're greatly overselling how good of RPGs they are.
Stalker in particular is about as threadbare as you can get to having a game be considered an RPG. The world is 'dynamic' in that NPCs spawn, wander, and sometimes fight one another- regardless of what you do. Your effect in the world is summed up by which procedurally generated NPCs you might happen to keep alive for another 24 hours, and which faction ends up shooting at you. The amount of abstracted stats in Stalker begins with anomaly protection and ends at armor.

No, I've read it before, but it can be summed up fairly easily. And it really isn't good criticism - I mean, yeah, there are a few points he makes in it that can be a general statement toward any of the post Fallout 3 games Bethesda has put out, but reading the whole thing makes you feel like this guy is a Bethesda shill the whole way, and has it out for Obsidian. Plus, whenever someone says " I want to love it, but..." there is an emotional investment in what came before that he is comparing it to, which makes it an unfair comparison anyway.
