why aren't there that many mythical creatures in skyrim

It's because of Oblivions level-scaling. Low-level creatures vanish from the gameworld when you get too far ahead of them and creatures like Minotaurs don't show up at all until late game. They still aren't super common though, but some of them are involved in questlines so I'm surprised you hadn't seen them.

It seems to be a theme to have fugly colors in elder scrolls games, you can say the same thing about morrowind being brown. and oblivion just has itys contrast turned up to eye sore levels.

I'm not going to pretend that half the dungeons in Skyrim weren't boring Draugr-thons, but the actual world is far more interesting and varied than Oblivion's generic medieval forest, which might as well be an empty space with enemy spawn points.

Oblivions map is bland, repetitive, awkward, and boring as fuck. Skyrim's environments change and differ from each other. Caves and dungeons are made with mostly the same asset files and design choices unfortunately except for some of the bigger story-centric ones

Also, Trolls, Dragons, Spriggan, Vampires, Werewolves, Demons, Ghosts, and Zombies aren't enough for mythological creatures? You need minotaurs to finish rounding out the list before it's acceptable?

Eitherway, Shivering isles is GOTY forever. as long as you don't go overboard with mods you'll get to enjoy the thing on its own. you don't need to make any textures 4k, and you don't need to rewrite entire scripts because Sup Forums told you to. download some nice new outfits and weapons, update the faces and maybe a few overhauls but nothing extreme. it's an aged game and it isn't designed/optimised to handle a hundred new things trying to rehaul it into a modern gen rpg.

That's the best part about Oblivion compared to Skyrim. In Oblivion you're a major part of the story unfolding, but not the driving force a lot of the time. It's about Martin's rise and fall, not about the character being the ultimate chosen one to defeat all evil.

It's boring in Skryim to be fawned over by every person (especially so early on in the game). Half the time I dodge the main quest for as long as I can so I don't have randoms riding my jock for being the dragonborn
