And you can have the Villagers have tricked them into thinking they are helping them and then murder them all while their guard is down. Leon can witness this thus explaining why he immediately guns the villagers down instead of dealing with them non-lethally. I always found it odd that Leon goes from zero to kill with the first villager. I get he attacked him but with his training you'd think he could have dealt with that without killing the guy.
