the general notion of paying for a slight upgrade is nothing weird.
Problem is, this is not a good deal, because you pay 90% for the base game you already own, 10% for the upgrade as a previous owner, and the "loyalty discount" will probably not last.

This just in, having a game set in the same geographical location lore-wise means it used the exact same assets as the previous game

Same geography and locations, all they need is to retouch the details to make it look different. It's the same shit FFXIV pulls with its Hard Mode dungeons which are theoretically different from the vanilla ones except the locations are just falling apart and have different lighting.
