P5's cast is just a combination of the worst parts of P3 and P4 though.
Up to that point, not a single person who was targeted by the Phantom Thieves had died, the reasonable assumptions is that the psychotic breakdowns and the Phantom Thieves have nothing to do with each other considering the fact that the breakdowns were happening years before the Phantom Thieves even showed up

yeah you're right but the whole point was that Sae had become distorted and wasn't being reasonable and used the only connection between the shutdowns and Phantom Thieves to try and arrest them

At that point in the game Makoto is just a perfectly acceptable student council president. Even when she becomes a phantom thief her sister is clueless, though that may be from her having an autistic shitfit over a hypothetical question that she invited her sister to ask in the first place but was so annoyed by that she proceeded to essentially never interact with her only living relative we know of again.
Then we have her her entire psyche put on display where she thinks of the justice system as a giant-ass rigged casino that she's in charge of, which is both horrific as a character trait and outright laughably wrong as her power as an attorney does fuck-all.
