in the series? maybe, but the main story is great.
it's the side quests that suck, nearly none of them impart an actual feeling of playing elder scrolls. this is why the mage's guild is the worst.
Wtf? The Mages guild is one of the better ones since the main villain is Mannimarco again.

I never even started Shivering Isles
I kinda sorta backpacked off of duplicate glitched invisibility sigil stones to make myself 100% invisible with daedric armor to breeze through the game
I feel like it robbed me of a legit playthrough and I feel like going back to play all the DLC
Shivering Isles by itself is better than all of Skyrim. Get a few mods and start a fresh playthrough.

I've had this in my Steam library for a year now but not sure it's worth playing even with a hundred mods.

If your computer was built in the past 5 years it can handle Oblivion and a handful of mods. I think the massive graphic overhaul mods are overkill anyway and most of them ruin the gamefeel. I'm talking about bugfixes and QoL mods for level scaling and immersion.
