Straight up, there aren't really that many talented people in the medium anymore. Not saying there aren't a few. But a good chunk of these AAA/AA/Indie guys are just spitting swill. Yeah, while the PS4 is several times more powerful than the render farm used for the original Toy Story it has to render a frame in 16-33ms, as opposed to the ~5 minutes/frame the Toy Story render farm averaged.
Textures do look better on the PS4 due to higher RAM among other things, though- Rex's skin looks slightly better while textures on things they figured you'd pay less attention to (like the ground texture in Sid's backyard) look like ass by seventh-gen standards.

You do realize it has to be rendered in real time, yes? To make it look that good, the game is more than likely pushing the hardware to its limits.
This is almost entirely the shader they chose for the Toy Story assets. The Shader's look like they were trying to mimic the TS3 woody rather then the hard shadows of the TS1 woody.
Things like the lack of pre-baked shadows can be explained because KH1 has to run in real time, and has many moving creatures with complex particle effects bouncing around at very high speeds.
Gameplay > Story > Graphics

Movies are pre-rendered, games are typically rendered in real time.

Well, a movie is usually rendered on a few hundred or something few thousands PCs/renderstations at the same time, because even now it would take a few minutes to render each frame in Toy Story one and for new movie it takes a few hours per frame and they're of course pre set animations and scenes.
While in videogames shit has the be rendered with one frame every 16ms or 33ms depending on the framerate and it still has to take in account that you actually control what happens next.
We'll never really reach the polycount since movies handle that differently, but considering it's runnig on a 300 dollar shit box it's still quiet impressive

Depends on the game imo. Games with cell shading artstyle or something like KH can still improve and still do, but something like car games already looked amazing years ago

completely different, games use lowpoly models, even 8k is low poly, while movies use high poly models, with vast number of detail.
Also movies process frames at much, much slower rate, if game is given 1/30 of a second for 30FPS game, movies are given up to an hour for one frame.

Kingdom hearts 3's Story story world looks better then the original toy story, that image is either intentionally wrong and is bait or is made by somebody know doesn't know what they are talking about. The person who made the image has no fucking clue what they are talking about, the biggest example is when it says "the floor has no reflection" on the KH3 side when it does have a reflection, it just actually has the right amount of diffuse reflectivity that a wood floor would have, vs in toy story one they just cranked the specurity up to max which is completely unrealistic and looks like shit. Besides that plenty of surfaces don't even have lighting or shadows on them in the original toy story screenshot, such as the headboard of his bed, wheras in KH3 everything has good lighting and shaders.
As far as woody's model, KH3 does have lower poly ears, but in every other way the KH3 image is superior: There's visibly lower (or at least with worth topology) polycounts with fucked up normals all over the original toy story 3 model around the back of the neck, jaw, chin, nose, edges of the mouth and eye sockets, as well as noisy raytracing artifacts along his forehead and in the background of the image. Also, once again, they just crapped up the specular shading to 11, it doesn't look "realistic or natural at all".
Stop responding to the image talking about realtime vs pre-rendered trying to act smart. TS1 just looks fucking worse. Also, Toy story looked like absolute trash, even worse, for most scenes. see even a typical AAA game from early 7th gen looks better.

Game has to render an image 30-60 times a second. That's on top of all the under-the-hood processing, hit detection, etc.
Movie can take hours to render a single frame. Not second, just frame.

Same for the most part. A lot of companies have small render farms or Square Enix has visual works with is basicly their own group that just does pre rendered scenes for almost every game they usually also don't push weird new tech as hard as Pixar movies
Pixar/Disney developed their own water simulation and snow simulation for Frozen and Moana
They can afford to use higher-intensity models since nothing is actually rendered on the system itself.
For example, the pre-rendered cutscenes from Last of Us (on PS3) used better models than in gameplay. In the remastered version (on PS4), they are able to use the better models in gameplay and have the previously pre-rendered cutscenes done in real time.
Why do graphics NEED to progress further? As if we need more excuses for devs not to focus on gameplay.
