I like VII and I think it's the most enjoyable of the series gameplaywise, but the story is plain garbage and the characters don't fell unique at all.
IX is my favourite game and I dont have any problem admitting that the battles and many of the gameplay is absolute dogshit. But the story and characters really resonated inside me, other FFs writing feels like fan fiction to me, I mean it's always le evil corp/empire vs the resistance group shit.

Also IXs biggest flaw is the lack of a proper villain, Kuja was garbage, Garland was very badly introduced and the final boss is just inexcusable.
But for me the rest of the game completely outweights those mistakes.

Kuja's deathbed repentance made sense for a number of reasons, mainly that Garland created him to be an angel of death, that this false identity was forced upon him, and yet he was still to be made obsolete and replaced with the birth of Zidane. Remember he confides in Hilda, Cid's wife, which reveals that he is a conflict character; he's not motivated by pure malice, but more by self-hatred, vengeance, and confusion over his identity. Being true to one's identity is the main theme of FFIX, and Kuja was given a villainous identity by Garland, which he rejects in his final moments. It's actually quite a fitting end for his character.
