USUM is still some bullshit. I'll accept their "yin yang" argument for why those games needed to be accepted, but stars as a single 3rd version would have fit for 7th gen.

There is a somewhat lengthy hitstop affect during phase shifts but it's not 2 seconds. I guess I could see why people might be bothered by this but it's really not a big deal.

This is just blatent exaggeration, are you sure that your display just isn't shit? Pokken's input delay is 6 frames on the WiiU version, might be less on the switch; which while not great by competitive fighting game standards, isn't that bad either.

Off the top of my head, since I main him, I know that weavile can signal slash twice in a row, his charged foward X got nerfed, and fury swipes got buffed. Pikachu got some new cancels, machamp has a projectile invisible roll and a counter hit he can cancel into out of it, braixen got nerfs, lucatio got some buffs, and chandelure's minimize can be grabbed.

I don't think there's a single complete changelist because DX, on top of having it's own changes, also incorporates the two extra patches the arcade version got that the WiiU version never did.

Badiintent has done some comparsions between the last wiiU version and DX though, which should show all the changes, including from those patches, for those specific characters, but i'm not sure if it includes the patch DX itself got a month ago:
