What they should've done:

The problem is that is there is not a drug cartel, there are dozens, and if you capture a boss, that cartel splits and now you have 2 fighting for the same area.

What armor are you using and have you gotten it upgraded?

Hylian Trousers, Hylian Hood and Champ Tunic. I had gotten the Soldier's Armor but i wasn't able to upgrade that, so what I'm wearing now upgraded is better than the soldier armor.
