You have to understand her reasoning though. After the War brought by Exar Kun and Ulic Qel-Droma 40 years prior to Kotor 1, the Jedi Order was pretty much BTFO'd and really needed to heal. Of course that never happened because the Mandalorian Wars and the Jedi Civil War soon followed. And of course, two of those wars were caused by fallen Jedi. By the time the Jedi Civil War began, the Jedi order started questioning if they needed to be more vigilant with their teachings. Atris just took it to the extreme. It also didn't help that the Order pretty much collapsed with the return of the Sith. Honestly, she's no different than Lucien Draay, a Jedi Master responsible for ordering the killing of the padawans on Taris, all because his cronies saw a vision of them becoming Sith.
