Basically, yes. If you break down a game into its aspects, an overall mediocre game with mediocre characters is worse than an overall mediocre game with characters that are perceived positively. Its subjective how much the consumer values the design of a character because, surprise surprise thats subjective, but regardless its still a net gain in overall value.
