Cardboard Robo can't be controlled using a Wii U gamepad. You need to use the strings to control its arms and feet. You see any other video games on Wii U or otherwise with animatronic controls? Obviously this game was made for a new console with a portable screen that doubles as a VR visor.
It was made for the Wii U. It has been adapted to work with the Switch. Journalists were shown it running on the WiiU in 2014.

While it is clearly derived from Project Giant Robot if you actually managed to watch the fucking footage you were talking about you'd know that it evolved far past its original concept of hard to control giant robot and destructible environments. While destructible environments are a highlight the gameplay is entirely different.
