I think they're releasing the templates for free if you want to make your own. You pay for the software.

I think Labo is amazingly intricate. It's just a shame that the use cases seem so limited that someone's bound to get bored of it as soon as they're done building. Then you put it on a shelf and it collects dust

The point is to get people to do something creative and to learn something along the way. And I did see some sort of basic customizable programming in the trailer, so you can create custom designs. I mean, if this pans out, I wouldn't be surprised at a more robust programming language released that allows creation of basic custom games to go with any original designs.
