I never see anyone talk about it except in Rayman threads that last long enough; I played and loved it back then, but there is definitely something "off" about it. Not in a bad way, but in a surreal way. I'll never be able to put my finger on it.

Even Rayman 2 had a somewhat serious tone and Rayman 1 was pretty hardcore.
Rayman 2 was hardcore and creepy as shit.
It was a decent platformer. Nothing bad but nothing amazing either. The different punching abilities were neat.

It was an okay game and definitely has it's place - it even got the HD port, but it doesn't hold a candle to Rayman 2.
Rayman 3 got a port to the GBA and it was NOTHING like the console game. If anything it felt way more like a direct sequel to the first Rayman game.

Same thing happened for Raving Rabbids. When my mom got me what I thought was a minigame fest for the fucking GBA I was disheartened, but what a pleasant surprise it ended up being.

I'm pretty sure it started life as a direct port of Rayman 2, then had some features from 3 grafted onto it because the console versions were coming out.
Probably. There were none of the green guys in hats to fight, and a much stronger focus on the robot pirates.
That being said, I doubt it was a real port because the levels had very little (if anything at all) to do with the actual Rayman 2 levels. They felt like they shared the same universe but was set on a different continent or something.
The level progression and story beats are nearly 1:1 with Rayman 2, but yeah the world doesn't match up with 2 or 3, it's pretty disconnected that way.

I picked it up when I was a kid because I'd played the console version of Rayman 3 had a friend's house, it didn't play a damn thing like that but it was a fantastic game anyway, one of the few games I even had for the old GBA. I regret selling it.

The PC port was obscure as hell, I did manage to get a copy of it but it was a lot harder to do than Rayman 2 which was everywhere. I think that's one of the things that hindered it. The actual game is pretty decent.
Nobody bought it. Worst bomb in the franchise, it didn't even sell half a million copies. Pretty pathetic considering it was on every console known to man.
I think the better question that serves the same purpose is why is Rayman 2 so fucking memorable? Why is it still GOOD despite everything about it being so off
There was a ton of creativity on display, both in world and level design.
Not to mention it actually felt like a REALLY hard reboot. Everything from Rayman 1 was essentially gone for Rayman 2. Including the perspective.

I didn't have anyone to play it with, but Rayman Arena was one of my favorite games when I was younger. I don't know how many hours I've put into it

Rayman M was released in Europe on the PS2 in 2001 and was a multiplayer game (hence the name) with an Arena and Racing mode. It got ported to Win/NGC/Xbox and updated in America as Rayman Arena in 2002.
The racing portion of the game was released as a standalone game (Rayman Rush) on the PS1 in 2002.
Rayman Rush! That's it. I remember it not being very good but it stuck with me for the absurdity of it.

I'm trying to remember why rayman 3 wasn't received the same way. I recall playing 2 extensively on N64 with a friend that had it (distinctive green cartridge) and we enjoyed it well enough. Then rayman 3 came put, I rented it once and was just turned off. I don't remember why though.
I loved the fairytale dream aspects 2 had. The lums, the world, the artstyle, how alien the robot pirates looked in this dreamworld, and how rayman got a mystical lum energy attack instead of comical rocket punch to help him out. It has a lot less comedy than other Rayman games, but I feel easily makes up in the adventure aspect.

My personal theory is that some of the advertisement like the video and pic related
probably gave some people/parent's the wrong impression and reduced sales to an extent.
