Persona 4 is probably my least favorite Persona but it sure is the comfiest.

It's really not that great. It's as comfy as it's depicted in fiction when you're a kid but once you hit adulthood you're no longer sheltered from how shitty people really are in small towns and suddenly loses it's appeal.

Depends on the country.
Germany has a pretty awful coverage outside of cities and there is one company who's in charge of getting the coverage fixed. It was a monopoly once, they just allow competition to use their lines (they don't own cable though). So if you use another ISP, said ex-monopoly sends out their technicians to set it up.
Of course they're trying not to do it. They're reluctant to lay down fiber and try to squeeze those old lines for as long as possible
