Paper Mario: TTYD does this pretty well. It allows you to play with badges that can increase or decrease how much skill you need, while also having mechanics like superguarding which is harder to perform than a regular guard, but allows for Mario to avoid damage completely instead of reducing it. The trade-off is that if you miss the input window that would have been easier regular guarding, you take full damage.
Just play Jagged alliance 2 or X-com and you will understand

HoI isn't turn based at all you tard. Pause =/= turn-based. Otherwise any action game that pauses when the inventory is brought up is turn based.
