She has two severe birth defects. The facial deformity and Rett Syndrome. I read about Rett Syndrome and didn't see any connection with facial deformity, by I'm not a doctor.

Anyway, her disabilities are more than superficial. She's also at risk for sudden death. She will need constant medical attention and special treatment her whole life.

Very sad situation. Makes me afraid to have kids. And even if they're perfectly healthy, they can die in a car accident.

Those facial deformations are entirely separate from Rett Syndrome, and form the looks of it had to have happened early in development. Also, from her mouth you can tell she's already had surgical procedures to reconstruct some of her face / jaw.
