Ck2 is your best entry point, play HoI III if you're feeling brave after that or EU III if you don't
No, because even if it is cheap, stellaris is not worth the time.
It is somewhat like destiny 2, in that the devs add more flimsy "content" that you are expected to pay, and even some stuff that should be in the core game to begin with, and never adress the flaws it has, but simply go on stamping out more things for you to buy.
