No it's not. The disc contains the data of the piece of software they spent years developing.
Cardboard is cardboard and you still get the game in the package.
The game's true value in this package is most likely 30-40$, yet they overcharge for both the game and the cardboard.
They do this because idiots and fanboys will defend this shit and eat it up.

Neither Sony or Microsoft could get away with doing Labo, yet because it's Nintendo this shit will fly off the shelves.

The best part is that it gets shipped in cardboard so you get more to play with

Considering the fact that all you really need is the instructions and any bit of board I'd say $10 to $15. The designs are cool and all but not worth $20

It comes with several quality pre-cut pieces that you won't achieve cutting by yourself and furtheremore is valuable time collecting the material + cutting and matching the pattern.

I don't know about you but all that time for me worth more than 5$ gap, so 20$ sounds fair.
