Junpei's the only "idiot" character who makes an effort to improve his situation. I liked how every time you saw his test scores, they improved little by little. Sometimes, when you check his room, you can hear him studying by himself, loudly complaining about how they didn't teach something in class (they probably did). He's still a bit of a slacker, but far, far less so than he was at the start.
Meanwhile, Yosuke and Ryuji have bad grades and just assume they'll always get bad grades and never make an effort to actually improve. Ryuji does cram the night before exams, but that never works.

There are some issues with tactics, yeah. For starters, the "Knock Down" option chooses the most surefire method for knocking down enemies, rather than the most cost-effective. Because Zio has a slightly higher accuracy rate than Mazio, for instance, Akihiko will always choose Zio when he's told to knock enemies down. It'd be better to use full assault in these instances.
The game also prioritizes HP over ailments, so if you're charmed but the team is harmed, it'll choose Media.

What's an even bigger problem is how safe they play the S-Links, with every development leading to the most stable, least interesting outcome for the characters. See Yukiko going from "I don't want my parent's job" to "Oh I guess I do, all I had to do if feel like I wanted it".

Nah, that doesn't seem right. No one has an issue with Junpei and Chidori. The reason Yosuke doesn't have a girlfriend is because P4 as a whole doesn't really give the other characters much focus. In P3, Junpei had a large character arc devoted to him, and the game frequently cut away from the protagonist's perspective to show what he's up to. This allowed him to develop a relationship outside of SEES. But Persona 4 doesn't do that. You don't really see the other characters' lives outside of what you see. If Yosuke suddenly found himself a girlfriend, it'd feel weird and abrupt. In order for him to be able to form those kinds of relationships, the game would have had to give him increased focus outside of what the protagonist sees.

Mitsuru and Akihiko were clearly close friends. Yukari had issues with Mitsuru and Junpei had issues with the protagonist, but it's not as if they all hated each other. Junpei did try to be friendly, but his inferiority complex got in the way at times, that's all.

In a coming of age story, it's nice to see characters have growth, with things like Junpei overcoming his inferiority complex, Fuuka becoming slightly less of a wallflower, or even old guys like Mutatsu realizing how fucked his life was becoming.
By the end of the game, the group hanging out together feels earned. Instead of a foregone conclusion. Though Mitsuru is still kinda rude/insensitive

The devs took a lot of stuff for granted. They assumed that since they're all basically living together, the player would just fill in the blanks himself. You often see the characters talking to each other on the second and third floors, and if you walk around the city, you'll sometimes find Yukari hanging out with Junpei or something. The game also often assumes that YOU'LL assume that Yukari, Junpei and the Protagonist are often hanging out when you're not looking.
This is basically the premise of the literally over a dozen drama CDs that exist in Japan; they all offer a glimpse into how these characters interact when you're not looking. The devs just kind of assumed that you'd figure it out on your own without the narrative spelling it out for you. Apparently, the fact that most players didn't really realize this came as a surprise to the devs, which is why P4 was such a cocksucking fest.
