I remember playing new vegas for the first time and killing this old fart. Took his revolver and killed everyone in goodsprings. Moved out and noticed the powderniggers moved in. Killed them too.

You have to beat easy pete at least once and so on right up until hardcore pete. I don't recommend trying hardcore pete though. He has the particle ghost perk that lets him materialize and rematerialize anywhere in new vegas. The only way to kill him is by digging open the grave passage in the goodsprings cemetery and descending into pete's catacombs. You'll never make it out though, the entrance vanishes if you venture too deep.

The worst part about spawning Hard Pete is that once you activate him in one save file, the part of the game's code becomes active permanently. So every new paythrough you start Hard Pete is out there, lurking somewhere. He also seems to be able to read your inventory and take things at random, so you'll think you're fine and then he just materializes and you realize you've got no ammo or stimpacks. He also seems to have some sort of count of how many times you've awoken him in other saves, and becomes more and more sadistic the more times he's died.

After you kill hard pete, children become killabe and drop the blood of a virgin item (except freeside kids).
Once you have 10 blood of a virgin, go to hard pete's body (it doesn't despawn) and interact with it, a prompt to funnel the blood into his mouth should appear.
DOW pete will spawn in goodsprings (now renamed Dissprings) and you can fight him.

Has anyone defeated him yet? Last I heard some dude tried to turn on god mode but DOW Pete detected it and shattered his HDD platter, effectively killing himself, the player, and the game.

Not as far as I know.
And yeah, DOW pete is hardcoded to detect and be immune to console commands.
People have tried digging around in his code but it's all written in a very old Sumerian dialect that nobody speaks.

Very Easy Pete; I've heard of this guy but I've never had him spawn. Always just Easy. I'm thinking he must have an older brother who's taking it even easier somewhere out there.

Well for the most part people haven't been able to read most of his code, but there is a newer section that someone recently decoded. It looks to have been added much later, in standard Aramaic. Anyway, from what we know, it adds networking to DOW Pete, allowing him to upload data to a server somewhere. They tried to map the location but kept getting pings from the middle of the Sahara desert which seems to be impossible. So far no one has been able to determine when and what data he sends out, but these scripts have been running since the game was released. I suspect it's combat data DOW Pete has collected, but it could be far more insidious.

Now that you mention it, DOW pete did get updates for far longer than any of the other petes, getting new voice lines and taunts far after the last patch.
I remember in particular the taunts about "that whore grandmother of yours is mine now" after my grandmother passed in 2014.
Strangely enough, Peter Renaday (Pete's voice), said he never went back to record new dialogue for the game.
