Damn, it's pretty great. I played it for the first time last week and enjoyed it a lot. As a kid, Vice City and San Andreas were my favorites but until now I never went back to 3.
With Silent Patch and Widescreen Patch it worked 100% on Windows 7 and looked fine.
It's super rough compared to VC, story is basic as fuck, cars handle funny and explored fast, cops are aggressive as shit etc. but this didn't really bother me once I got used to it all.
I really appreciated how bullshit free it was. Just start and play. No DLC, internet activations, lootboxes or any other such modern cancer.
Later I learned there's something called GTA Liberty City, a port of 3 to VC's engine (you can shoot tires, windshields, jumo out of cars etc.) which I briefly tried and it worked fine too. If I play 3 again I might go with this.
The in-house produced music on Head Radio and Lips 106 is actually pretty nice as well.

cops are aggressive as shit but yea its cool though cause they got wanted stars everywhere. so as long as you can escape. i think they made it too easy in vice city. just if you get caught in the wrong part, and the cops arent as hard, does it become any challenge. you have to actually have skill to escape and make it to the stars in 3.
i took a month playing the first section and didnt even know you could cross the bridge when i first played it, no probably more like .. 2-3 months. didnt even know about it. just had fun running around looking for stuff. first game i got after having last console was an n64 and it was my first computer that i didnt use somebody elses win98 with 64mb of ram or less, that was capable of playing something besides rollercoaster tycoon

yea i remember those mods, gta:liberty city. people liked 3, but they liked the physics and motorcycles and stuff of vice city and they modded the game maps into vice city's engine. i remember modding vice city into 3 or map mods and then getting online on some server and climbing over top of "the map" for everybody else.

The atmosphere, the rough look of the games made look like were done by college students but had a charm to it, the surreal sense of reality where someone driving a tank down Inglewood is considered normal...Fuck. Download the PSP emulator called PPSSPP and play Liberty city stories, even toasters can run it. It's very interesting to see some details. It's a prequel so there's no underground tunnels yet, there are still ferries going around and shit like that, I really like Liberty city.

the weapons are better too, grenades and molotovs can be spammed and you can throw further, there's a functioning silenced machine gun, dual pistols and of course the electrogun.
the only true game changer removed from GTA3 was the fart/burp button.

that said the cops are ridiculously hard, you gain starts so easily and at 5 starts and above you pretty much need either a bulletproof car or the tank if you wanna survive. i still have ptsd from the fbi niggers that deplete your entire health plus armor in literally 1 second
same with the shotgun mafia dudes on the first island when they become aggro. those fuckers instantly blow your car up in like 1 or 2 shots as you drive by

GTA III is honestly a better-designed game than Vice City and San Andreas.
Vice City wasn't bad, but it feels like an expansion pack for III (which apparently it was.) It lacks a lot of the distinct comic book David Lynch personally III has, vying instead to be a sort of homage (read: rip-off) of Scarface, which simply isn't as inspired or unique. Everything rips of Scarface.
San Andreas was very muddled and tried to pack in everything. Character stats, clothing, vehicle mods, 100 different planes, 100 different boats, 100 different weapons, massive zones that felt totally divorced from one another. The end result isn't exactly bad but it lacks any of that straightforward design you see in III.

GTAIII is my personal favorite in the 3D era. It's the one that I keep going back to when I want to replay a GTA game. But to say it's a better designed game is ridiculous. Go for 100% completion and you'll see just how flawed the game can be. For instance, the rampage missions where you gotta snipe the Yardies in Staunton features some of the worst sniper controls in a video game ever. Or attempting medic missions in Portland after you've cleared Portland (even if you've already beat the game)? Good luck.
Vice City, although like you said, heavily inspired by Scarface, is the most original in the series and went on to define future GTA experiences in ways that other GTA games didn't accomplish. There was a clear synchronistic experience that you were meant to have while playing GTA VC. SA tried to do this, but failed. The closest Rockstar has came to truly mimicking this experience is one of the heists in GTA:O, where Danger Zone defaults to the radio station the moment your crew enters the planes on the aircraft carrier. To say that VC was uninspired is just untrue.

I don't know why, it might be nostalgia but it holds up everytime i replay it, but GTA 3's city was always the most immersive for me.
The gangs really helped make the city feel more alive, the Triads were a serious threat since the fuckers would be annoying and pull you out of your car frequently, and the Mafia after you kill the Don... I remember walking into their territory and immediately hearing two shotguns go off, i fucked off out of there real quick.
GTA3 will always be my most favorite of the series, I think. Probably best city, best immersion.
