Now that the dust has settled, why did Nintendo actually do this?
Was it really all meant as a tongue-in-cheek joke at crossdressers? It would make sense considering Japan's attitude toward these things compared to the West. Were they trying to manipulate the tumblr crowd into creating free promotional art all directed towards this one thing? Whatever they did it seems to have been wildly successful.

It's tradition not to let males into the town. They officially follow that rule but most either don't care or want men to be allowed in town so they don't report him. I thought it added a tiny bit of depth to the Gerudo and their culture.

It was literally just to get past guards, the Gerudo were a proud warrior race and thought that just stating no women allowed would keep men out. Nobody was smart enough to see through the Gerudo Male's disguise and nobody except for Riju and that Old Lady near the Statue could see through it because they weren't smart enough to ask questions.

Seeing as the all-female Gerudo thing was established a while ago. I can imagine the implementation of a female-only city for the Gerudo being pretty reasonable. From there the developers probably asked themselves how they have such a city available to the player in a manner true to the lore. Certainly they could have added in some big main quest where you eventually earn the privelage to walk into the city. But that wouldn't really be in line with BotW's hands off approach. Not to mention a cross-dressing thing for Link would be easier to do and a tongue-in-cheek joke (doubly so since this is a Japanese company).

It's a different situation. You need to travel within Gerudo town several times out in the open. I do think it's dumb you still have to dress up after meeting with Riju. She should've allowed for that rule to be broken for the person who was there to help with Naboris.
