Yeah. But most games will start to drop FPS when something hits 100%. Most games for me it's the GPU so I tweak settings. In some games like BF1, my CPU hits 100% and it drops FPS.
But then there's the asshole game that's not even using all your hardware and it still drops FPS.

I remember the first Styx game did this to me. I can't remember why, but setting it to nearly max settings made the game run at a locked 60, whereas setting certain things lower would cause all sorts of stuttering and huge framerate dips.

Hey, I also have this problem. Do you have a laptop, or otherwise have an integrated graphics card as well as a dedicated?

For some reason, a lot of games detect the quality based on your card, even if the game is not set to use it. I dunno about AMD but for Nvidia you can change this in the Nvidia control panel, so that the game is using your dedicated card.

It's annoying as shit to do but it seems to be the reason for people's shitty performance all the damn time.

it will tear with vsync on as well, if it dips below 60fps, which it will since its been given zero buffer
just use RTSS and set the frame limit to 62 fps, and disable vsync, its much smoother

Unless you have vsync on or g-sync, you'll get tearing. There is no magical fps cap number. Capping at 62fps without vsync will result in tearing and most likely terrible frametimes aka stutter.
I cringe whenever someone recommends capping to 58fps with vsync because it "gets rid of input lag". Yeah, at the expense of terrible stutter or in your case tearing.
Without g-sync there's always a compromise whether it's stutter, input lag or tearing.

There is no tearing with v-sync on. V-sync literally waits for the shit to line up before even showing it to you regardless of the frame rate. And you're wrong about capping the FPS, too. FPS caps have little effect on tearing, you can tear at 20 FPS and you can tear at 120 FPS. V-sync, freesync, and g-sync are the only things that stop tearing.
