Came to type this. Motion blur looks good on 24hz movies or 30fps games. Once you reach a certain framerate it just feels like adding a drunk simulator to your game for no reason.
It's only acceptable in racing games.

I played Horizon 3 at 60FPS, the motion blur makes it look slow and when I turn it off it actually feels fast.
Camera motion blur is ass. If you want fast you exaggerate the sides of the screen like Burnout 3 did alongside speed lines while keeping the main portion of the gameplay visible and free of blurring.
Of course motion blur is a good thing. You want it to be realistic, no?
