You can still get a graphics card at a normal price if you buy a system from e-tailers. Cyber power PC is pretty good, got an rx 570, ryzen 1700 and mobo for only £800

Bunch of countries including China itself still have prices standard for the area. It's just that Australia, China, Japan and the like tend to be higher than US MSRP anyway.
The RAM issues are the major thing though, at least we have production capabilities expanding and new companies coming in with production next year.
