Logistically speaking, if such a thing did exist, the odds you ever meet your "soulmate" are slim to none. There have been things posted in this thread previously that are not exactly the CIA. There are obvious reason why a project of secret human testing ran by US intelligence services is relevant to the CIA. Regardless, there's barely any surviving or released documentation, so having no documentation explicitly naming the CIA doesn't mean the CIA weren't involved.
