Because it was rare as fuck and iirc before ODST/Reach the only way to really earn it was by getting it through limited events or from the devs themselves.

It wasn't that hard when DLCs and eventually ODST came out. I remember that ODST gamerscore counted towards unlocking the Halo 3 armor as well, and it couldn't have been that hard to get because every squeaker was using a katana.
