PROBABLY because the map was developed before the missions. Some missions were cut. OR they just felt like not making a bland map.
To me it felt smaller too, I even tried playing GTA:SA again to confirm it, the reason for this is probably because GTA 5 has alot of empty countryside space and huge lake

Well, GTA V also has a lot of interesting areas it never uses for anything. They had a fuckhuge prison. They had a perfect opportunity to use that prison for a mission, what with that whole story about Trevor thinking one of his formers partners is held there. And yet they never do. Same for that army base. Same for the casino in Los Santos. There's a ring for horse racing. You know what's not in it? Horses.
It's one of my main complaints about it. It doesn't make much use out of any of the ares not in Los Santos or Trevor's town.

The map design was incredible. Many areas with unique names and buildings with no missions, only purpose was to explore. Really made the world feel hand crafted. The only fault is low poly models.

Originally all 3 cities were supposed to have Turf War with different gangs in San Fierro and Las Venturas too, it was cut from the game, but can be accessed by glitch
it's called attention to detail. developers used to do this, back in ye olden times before you were all born, so roughly before 2005ish. The reason for making things like this in a game like GTA was immersion, you didn't need to have a mission attached to every fucking thing just for the sake of it like modern games.

You are very retarded, the correct response to the original question "Why did it feel bigger then GTA V?" is simply this the windy roads and lack of an efficient highway (plus no GPS). In GTA V you spend most of the time using highways (since the gps guides you to use them) and getting to places really fast without exploring the map, there are plenty of cool spots in V too that also arent used for missions but the game forces the player to search on their own in a way that doesnt feel natural at all.

It's basically how much of the map is rendered at any one time. It's used to save on resources. Often to make it look less jarring since things "pop" into existence as you get closer they add a fog like effect.

I've spent more time in online mode just exploring these areas. It's a sort of "turn your brain off and listen to podcasts" activity, but it's a real shame there's no items or secret vehicles to find or anything. On one hand, it's INSANE when you pay attention to how detailed and hand-crafted these areas are. But on the other, you feel bad for the designers who did all that work for next to no one to see it. At most, you'll get a shitty player created mission there, and nothing else.

It's funny V feels like the exact opposite. The entire map+ side content was clearly designed around the story. The underground tunnels and all of the scraped interiors are a clear example of this.

V is honestly anti-fun because it can't decide whether it wants to be arcadey like the 3D games, or an immersive sim like IV, so it just tries to be an awkward mix of both. There's no cohesive vision in the game (something SA suffered from too, but to a lesser extent) and this is reflected in the schizophrenic structure of the story.
