Warframe has the best free to play model hands down. You can get everything thats currently in the game. The only thing you have to pay with is your time. You can spend absolutely zero on the game and still make plat from selling items in the trade chat

TF2 isn't as bad as other F2P games but it still has the same issues. It's unbalanced, they're still rebalancing weapons that came out years ago. And if you buy every unlockable you'll have a small advantage in some situations over someone who only uses stock weapons for everything.
