that particular image has steampunk elements, but it's certainly not a requirement of western fantasy in general (although steam technology is an easy way to do the dwarves-are-all-engineers trope in a western fantasy setting)

"Sci-fi" is not a setting, it's a genre you troglodyte. Cyberpunk is a setting within the Sci-fi genre, you can't have a Cyberpunk game that's not Sci-fi.
