To make electronic music, all you need is a computer, it doesn't even have to be a particularly good one. Sure there are electronic musicians that use actual synths, but most don't.
That is to say, it's cheap and kids can get into easily. Why buy a guitar when you can just pirate ableton?
Cyberpunk settings are usually about poorfag resistance members or whatever, so it makes sense for the soundtrack to be all electronic.
