you can't in warcraft III's engine cause you need two slots reserved for the AI, especially since the neutral faction is already used for creeps

I just remembered you can have non-aggressive and hostile neutral creeps but I dunno if you could make them work in the world editor to try and create two opposing factions without using player slots
