After thinking about it, there is one way this can work:

Mega Man joins as a guest and has access to these moves:
>Top Spin as a 214l/m/h, similar to the move Gotenks has
>Gemini Laser as a 236s, he aims at the floor and then it ricochets
>Spark Shot as a 214s, temporarily stuns opponent but comes out slowly
>Search Snake as a 5s, must be blocked low but is easy to jump over
>Hard Knuckle as a 2h and as an aerial, his fist simply becomes really hard and he does an uppercut
>Shadow Blade as a 5h, similar to Freiza's attack but lower range
>Magnet Missile as a 236l+m, homes in on enemy and can hit them even when they're downed
>Needle Cannon as 214l+m, pins enemy to the wall and then allows Mega Man to unleash his fury
>Slide as a 2m
>His shot is a 5l similar to how it was in Smash Bros, but in the air he does punches and kicks
