I don't know how she's able to warp between worlds, but she's able to transform by absorbing Sora's memories of each world from the devices the organization placed there. For example, in Agrabah she transforms into a sort of Kurt Zisa replica, so I guess she just takes on forms resembling bosses and encounters Sora faced in a given world.

Part of the issue is Disney didn't get the IP until 2012 and Paramount still partially owns the first 4 movies so it would be too much money to incorporate them into KH.
