If it counts all the accounts made in its history that are now dead then I'd say it made an impact. For example a if a scammer made an account years ago and abandons it if would still have an impact today.
Still I doubt it would even go over 1% of users. Unless the chart only counts accounts active in January of 2018.

The systems only work in person. People had being passively advertised toward, this require your customers actively going out of their way to put something on, even at a friends place.
You simply can't market it, even if it does exactly what it says on the box.
This creates a tiny userbase and therefore very little developer interest. This snowballs the problem into an easy excuse for people 'No real games'.

Then you throw in the differences between the headsets on offer, like occulus exclusivity and facebook attachment. The vives much better tracking system. Then sony's offering.
You split an already tiny market and you still expect an income VR age?
