I don't think Bayonetta was a bad choice in the long run but you can't convince me that she was most people's first pick of ALL possible characters to be in Smash. And in terms of sheer number of votes there are characters with far more autistic followings to mass vote.
I know Sakurai isn't the most consistent guy but her development cycle also goes against everything he said about how he designs characters. If Mewtwo was planned before the game even came out I'd believe that she was too.

Many newcomers for Smash has been added by fan requests, since Melee like how Wario was heavily requested but if he'd get in Melee, he'd legitimately had to be a Mario clone to get in.
Cloud has been stated by Sakurai to been asked by the Japs since Brawl.
