After emulating Persona 5 at crisp, clean 15-20 FPS for the entire fucking game (and NG+), it doesn't really affect me anymore. I just don't notice it.

A lot of games are capped at 30 with physics tied to framerate (almost every PSP game) or just run like shit because they were poorly made. (every From Software game ever made)
It depends on a game really. I can put up with 25fps in GTA SA and 30 fps in other games. It's not ideal but I'm not gonna sperg out like the rest of the mustard race.
Did you grow up with the Xbox 360 or something? Tons of old games ran at 60.

I've played games at 144hz just before switching back to emulating something. I notice that my reaction times are much better at the full 144 but I don't consciously think about FPS anymore, unless it dips to 20 FPS of course.

Back in the day, though, many N64 games had lag countermeasures, for example in Donkey Kong 64 as your framerate drops your movement speed increases.

This only makes sense if your game's speed and physics is tied to framerate, which is bad programming to begin with.
You misunderstand, they coded the game so as your framerate declines, it directly increases your movement speed, to give the illusion that the framerate isn't dipping.
Similar to how in Ocarina of Time on PAL, the roll distance is slightly shorter than NTSC, so the actual roll time looks the same even with the framerate difference.
I am constantly switching between 30 fps games, and 60 fps games, and don't really notice a difference most of the time.
