PS3 versions having missing effects from MGS2 and dips the PS2 didn't have, MGS3 dips pretty low during cutscenes and any time there's a lot of foliage and a guard.

Which other collections? If you mean the PS3/X360 versions of the HD collection, no. They actually upgraded the framerate to 60fps as compared to 30 on PS2 for MGS3. MGS2 always ran at 60, which was maintained at 60 in the HD collection as well.

I bought a ps3 just to play the other MGS series (played MGS Integral on PC). Only MGS that caused me problems on the ps3 was MGS4.

I bet part of the problem was the PS2 version was 60fps indoors but 30fps outdoors so the PS3 version being an unlocked 60fps at all times causes issues.

In a few indoor scenes with nothing happening it saunters up to 60fps, ya seething jabronie. Any time something happens, it doesn't even try to target 60fps.

Only indoors. Outdoors it's 30fps. That goes for both the PS2 and Vita versions of MGS2.
Vita MGS3 runs better than PS2 MGS3 does too.

So just like the PS2 version, it flips between 30 and 60, depending on the stress of the sitution. So much worse! Unplayabe.
