That's what the combine do. They take races and turn them into cogs in their empire. Civil Protection are citizens that volunteered, but Combine soldiers are genetically and cyberneticly modified. The Dropships and Striders/hunters were regular aliens at one point, but then the Combine showed up and made them into war machines. My guess for Breen being turned into a grub is its part of the Adviser breeding process. You take one or two of the most intelligent species of a new planet, and turn them into grubs, now you have a more diverse gene pool, and a much stronger understanding of the human condition. Ransack the earth and convert the rest of the humans into groundtroops for the the next invasion. Rinse and repeat.

This, while he did buy humanity some time, he still sealed the deal that would have eventually led to mankind's extinction. Some argue he may have been playing a larger game with G-man, considering he knew about his involvements with entanglement and Freeman, but he still believed in the cause of the Combine in the end.
