They did actually. Health packs don't give you ult charge but you hack in 0.65 seconds and your hack disables all abilities including wallrun and double jump etc, also bullet spray reduced so you deal damage more consistently at range.
I dropped memerwarch specifically because of Genji and one way curbstomps every single round. Have they ever fixed the matchmaking?

Honestly they should replace Wraith/Teleport with the mist form from the shorts and then give him some sort of new damage ability. Also bring back picking up Souls without taking away his vampire regen.
