Same reason they refuse to support other new platforms, lack of vision, and lack of technical skill.
There's been pretty massive brain drain from the company in recent years, where once they had a lot of hardcore platform coders who could bring their games to any platform now they have D3D kids who don't know how to go outside of the increasingly closed platform.

Game production, especially for a company like blizzard-activision, is instigated primarily by market trends, not requests from consumers.
